Job Summary

The Quality Department is committed to improving health outcomes by enhancing the quality, safety, and equity of care provided to members through collaborative partnerships with providers and community-based organizations.Under the direct supervision of the Health Promotion Supervisor, the Health Promotion Specialist supports essential health education and promotion functions, operations, programs, and activities.Primary internal contacts include the Director of Quality and Population Health, Population Health Manager, Health Promotion Supervisor, Population Health Supervisor, Population Health Specialists, Quality Measurement Specialists, and Communications department staff. Primary external contacts include representatives from community-based organizations, Primary Care Providers (PCPs), and provider office staff.

Duties and Responsibilities

  • Fulfill specific member health education requests from the website and Health Education Request Phone Line and respond to internal requests for health education materials or other resources from various departments.
  • Provide requested resources to physicians and healthcare professionals in the provider network and prepare training materials and presentations for providers.
  • Support CenCal Health's Wellness and Prevention campaign by regularly validating internal and external files, coordinating annual updates, and handling other related tasks as needed.
  • Offer key support for the annual Population Needs Assessment (PNA) and assist in implementing targeted strategies to address identified gaps.
  • Maintain health education resources on the website and intranet, and create and edit content for providers, members, and internal staff.
  • Collaborate with Health Promotion staff on Member Newsletter production tasks, including collecting articles, editing content, creating mailing lists, and coordinating with the Communications department.
  • Work with Health Promotion staff on the development of health education materials, campaigns, and interventions, ensuring coordination with internal departments.
  • Support readability requirements by maintaining documentation, scheduling reviews, and conducting testing in alignment with DHCS requirements.
  • Participate in community health events as needed to provide health information and resources to targeted communities.
  • Perform other duties as assigned.
Qualifications

Knowledge / Skills / Abilities

Required:
  • Knowledge of health behavior theory, health promotion principles, and methods for effectively engaging with the Medi-Cal/Medicaid membership.
  • Understanding of health education principles, methods, materials, and resources aimed at improving population health.
  • Familiarity with health literacy and methods for readability testing of written materials, as well as developing culturally and linguistically appropriate resources.
  • Proficiency in Excel, PowerPoint, Word, and web-based functions.
  • Strong oral and written communication and presentation skills.
  • Excellent communication, interpersonal, and team-building skills.
  • Ability to manage multiple tasks simultaneously and strong time management skills.
  • Ability to adapt to changes in requirements, maintain focus on responsibilities, and manage competing priorities.
  • Experience working with diverse populations.
  • Ability to work independently and collaboratively within a team.
  • Highly self-motivated, organized, and detail oriented.
Preferred:
  • Bilingual in Spanish.
Education and Experience

Required:
  • Bachelor's degree in Public Health, Health Education, or a related field, or certification as a Certified Health Education Specialist (CHES).
  • A minimum of three (3) years of experience in health education.
  • Experience working with Medicaid/Medicare or limited-literacy populations.
Preferred:
  • Master's degree in Public Health, with a specialization in health education or health promotion.
  • Master Certified Health Education Specialist (MCHES) certification from the National Commission for Health Education Credentialing.
