Job Title:  Program Analyst III & IV
Employment Type: Full-Time

Position Overview:
This role is crucial for command data analysis, workload and expense reporting, and supporting management decisions affecting resource allocation, staffing, and funding for healthcare operations. The contractor employee will continuously improve management analysis practices, increase reliance on analytical techniques, and develop/enhance analytical tools.

 

Experience Required: ​​

  • Minimum of one (1) year of experience in a general medical administrative environment.
  • Familiarity with DMHRSi, MEPRS, and DQMC Programs.
  • Ability to evaluate work performance, assess resource utilization, and validate workload reporting.
  • Strong communication and presentation skills (oral and written), including creating visual materials.
  • Excellent interpersonal and collaboration skills to establish relationships with staff across departments.
  • Knowledge of medical office functions and clinical support processes.
  • Proficiency in current software applications for reports, presentations, and visualizations.

 

Responsibilities :

  • Administrative and Program Support (Approx. 30%):
    • Draft and prepare reports, presentations, talking points, and visualizations for internal use and senior leadership.
    • Coordinate with agency website administrator for data and program updates.
    • Schedule and facilitate meetings, seminars, training sessions, and audits.

       
  • Data Collection, Analysis and Reporting (Approx. 40%):
    • Collect, analyze, and validate personnel labor and clinical workload data for accurate cost representation.
    • Perform manpower and workload data reconciliation for reporting to agency Financial Operations Directorate (J-8) and leadership.
    • Monitor compliance with agency policy updates affecting data reporting.

       
  • Systems Support and Program Coordination (Approx. 25%):
    • Maintain working knowledge of DMHRSi, MEPRS, and DQMC Programs, including MHS GENESIS (Revenue Cycle, PowerChart, Discern), EAS, and GFEBS.
    • Serve as a resource for understanding system upgrades, releases, and changes.
    • Assist with development and delivery of training to Command staff and outlying clinics.
    • Conduct audits and comprehensive reviews of department-level submissions.

       
  • Strategic Analysis and Process Improvement (Approx. 5%):
    • Conduct special studies and data-driven analysis to identify process improvement opportunities and recommend corrective actions.
    • Present analysis results verbally or in written formats to leadership.

       

Educational Qualifications: Bachelor's degree in Business Administration, Public Administration, Healthcare Management, or a related field is preferred.

Required Certifications: 
  • Must possess appropriate system access and training certifications.
  • Must complete mandatory training such as DoD Cyber Awareness Challenge, HIPAA, and Personally Identifiable Information (PII) handling prior to system access.
  • Must comply with all applicable security, privacy, and operational policies.
  • Must provide written proof from a physician that required immunizations are up to date and kept current.
  • Must comply with HSPD-12 E-Verify Federal Acquisition Regulations FAR Clause 52.222-54 Employment Eligibility Verification.
